The Attorney General of the Republic of Somaliland, Mowlid Abdi Muse, has clarified that the law empowers police officers to arrest individuals both with and without an arrest warrant, while emphasising that all arrests must be conducted in accordance with legal procedures.

Speaking at a ceremony commemorating the establishment of the Somaliland Police Force, the Attorney General stressed that police officers have a responsibility to uphold the law, protect justice and maintain impartiality in the execution of their duties.

He explained that although the law grants police officers the authority to make arrests with or without warrants, the exercise of such powers must always comply with established legal procedures and safeguards.

“The Police Force is obligated to uphold the law, safeguard justice and remain impartial. Under the law, police officers are authorised to make arrests both with and without a warrant. However, in either case, they must ensure that the procedures they follow are lawful and consistent with legal requirements,” Mowlid said.

The Attorney General also urged members of the public to cooperate with the police, emphasising the importance of constructive engagement between law enforcement agencies and the communities they serve.

He acknowledged that shortcomings could occur but assured the public that any mistakes or misconduct would be addressed through appropriate corrective measures.

“We urge the public to cooperate with the police. Any shortcomings or mistakes will be addressed, and we will work to correct them,” he added.

His remarks highlighted the importance of balancing the legal powers of law enforcement officers with accountability, impartiality and respect for the rule of law.
