The Ministry of Information, Culture and Awareness has announced that, effective 4 July 2026, only media organizations licensed by the Ministry and journalists holding a valid press identification card issued by the Somaliland Journalists Association (SOLJA) will be permitted to conduct recording activities.
In a press statement released on Saturday, the Ministry said the directive is aimed at maintaining public order, strengthening security, and ensuring the orderly operation of media activities. It said the measure is being implemented in line with the government’s regulatory framework and the laws governing independent institutions.
The Ministry also instructed Somaliland’s national security agencies to verify the credentials of anyone recording in markets, towns, or other public places while identifying themselves as journalists. Security personnel have been directed to check both the journalist’s press identification card and the media outlet’s operating license.
According to the statement, any individual or media organization found carrying out recording activities without the required authorization will face legal action in accordance with applicable laws.
The directive took effect immediately on 4 July 2026.
