The Minister of Education and Science of the Republic of Somaliland, Professor Ismail Du’ale Yusuf, presented a detailed briefing to the Council of Ministers on the new Decentralization Procedure for Basic Education.
The Minister outlined a comprehensive plan aimed at strengthening participation and management at the grassroots level of the education system.
Professor Du’ale explained that the new procedure establishes a clear framework defining the roles, collaboration, and responsibilities among the Ministry of Education, the Ministry of Local Government, local councils, and district education offices — especially in districts where basic education has been decentralized.
He highlighted that the successful implementation of this system will significantly improve the quality of basic education while ensuring equitable access to quality learning opportunities for all students across the country.
The Minister stressed that the procedure promotes strong cooperation between government institutions and local communities, which is vital for advancing education and effectively addressing the specific needs of different regions.
