Ministry of Education Approves Literacy and Numeracy Curriculum for Non-Formal Education Program

The Ministry of Education, Science and Culture of the Republic of Somaliland has officially approved a new Literacy and Numeracy Curriculum developed specifically for Non-Formal Education.

The curriculum, prepared by the National Curriculum Development Office, underwent extensive preparation including research, expert consultations, and thorough quality reviews to ensure it meets the educational needs of the target population.

According to Mr. Mohamed Abdi Osman, Director of National Curriculum Development, the Non-Formal Education program is structured in three levels. The approved first level focuses on the two core subjects: Somali Language (reading and writing) and Mathematics.

Funded by the World Bank through the RAJO LAABO Project, the initiative will train 1,000 girls and will be rolled out in five districts: Hargeisa, Burao, Odweyne, Salahley, and Baligubadle.

Mr. Mohamed Omar Ismail, Director of Education Quality Assurance, emphasized the curriculum’s critical role in enhancing the quality of non-formal education and building foundational literacy and numeracy skills.

Maroodi-Jeex Regional Governor Mr. Khadar Abdi Ibrahim highlighted the urgent need to provide second-chance learning opportunities—especially for girls—to equip community members with essential life and development skills.

Mr. Mustafa, a representative from CARE International, spoke on the importance of strong partnerships between government institutions and international organizations to reach individuals seeking second-chance education.

The approval ceremony was officially opened by Minister of Education, Science and Culture Prof. Ismail Duale Yusuf, who commended the experts involved in developing the curriculum. The Minister stated that its implementation will significantly contribute to reducing illiteracy rates and strengthening education programs for girls, with teacher training to be conducted to deliver the program effectively.
