The President of the Republic of Somaliland H.E. Abdirahman Mohamed Abdillahi Irro has formed national committees charged with the task of overseeing articulate hand-overs of state portfolios, especially as concerns national assets, a move that will enhance monitoring and rout pilfers.
While formulating the committees, the Head of State made it clear in his decree that he has opted to do so such that transparency and accountability may be entrenched as far as government assets and associated ventures are put in consideration.
According to a press statement from the Presidency, three committees charged with the hand-over tasks at national level will entail: –
!. Government Ministries, State agencies and associated national parastatals
This will be a 5-person committee viz.,
Chair -Minister of Presidency
V/Chair-Minister of Finance
Member-Auditor General
Member-accountant General
Member-Good Governance Commissioner
2. National armed Forces
This will be a 5-person committee viz.,
Chair-Minister of Defence
V/Chair- Minister of Interior and Internal security
Member-Justice Minister
Member-Auditor General
Accountant General
3. Local government
This will be a 5-person committee viz.,
Chair- Minister of Local government
V/Chair-Minister of Interior and Security
Member-Auditor General
Member-Accountant General
Member-Regional Governor
The national committees will be expected to make sure that all handing-overs of government assets, be they funds, movable or immovable assets and agreements therefor entailed are transparent, accountable and all inventories are up to date.
They will, of course, work in tandem with the hand over committees at ministerial, state agencies or parastatal levels.
