Hargeisa, Somaliland – A training workshop organized by the Civil Service Agency was attended by all Directors General from Ministries, Government Agencies, and Departments.
The objective of the training is to discuss the implementation and execution of the Public Sector Reform Program, which was decreed by the President of the Republic of Somaliland in May 2025.
The Chairman of the Civil Service Agency, Mr. Abdiasis Hirs i Warsame, stated that during the two-day training, discussions will focus on implementing the Public Servant Pay and Grading Structure, the management and leadership of public servants in accordance with the Civil Service Law (Law No. 97/22), the execution of government institution plans with a focus on sustainable implementation rates and measurable results, Government Communications, and International Relations and Diplomacy between Somaliland and the international community.
The Chairman of the WADDANI Party, Mr. Hirs i Ali Haji Hassan, spoke in-depth about the role of the Director General in leading and implementing public servant duties and all operations within government institutions. The Chairman shared his expertise on the qualities of an effective Director General. He also urged the attendees to work on fulfilling the promises made by the WADDANI Party during the election campaign.
The President of the Republic of Somaliland, H.E. Abdirahman Mohamed Abdullahi, officially opened the training for Director Generals organized by the Civil Service Agency. President Abdullahi addressed the Directors General on the critical importance of developing the capacity of public servants, as they are the providers of services to the citizens.
The President commended the Civil Service Agency for its efforts to enhance the knowledge and leadership of the Directors General, who are crucial to the work of the various Ministries and Government Agencies.
The President of the Republic of Somaliland stated that Directors General are public servants who must abstain from political participation and are required to serve all citizens of Somaliland fairly, effectively, and equitably, wherever they may be.
Finally, the President of the Republic of Somaliland, H.E. Abdirahman Mohamed Abdullahi, emphasized that all government leaders hold a public trust for which they will be held accountable. He also advised every Director General to uphold the responsibilities they hold towards the people of Somaliland.
The President thanked the leadership of the Civil Service Agency for their preparedness in developing and reforming the Public Service.
