The 31st session of the Council of Ministers of the Republic of Somaliland was held today at the Presidential Palace, chaired by President H.E. The meeting tackled critical national issues, including drought relief, security, economic performance, institutional frameworks, and new legislation to drive development.
Drought Relief Efforts Intensified
Vice President H.E. Mohamed Ali Aw Abdi, Chair of the National Drought Relief Committee, reported on ongoing humanitarian operations. While recent rainfall in western Somaliland has eased water shortages, food insecurity persists, and eastern regions—Eastern Sanag, Saahil, Saraar, and the Hawd of Togdher—face severe water scarcity. The Committee is ramping up emergency water deliveries, resource mobilization, and coordination of aid to support affected communities.
Security Remains Robust
Interior and Security Minister Hon. Abdalle Mohamed Carab affirmed that Somaliland’s six regions enjoy sustained peace and political stability. Routine petty crimes and traffic accidents are being managed through proactive law enforcement, ensuring a strong national security framework.
Economic and Fiscal Progress
Deputy Finance Minister Hon. Ismail Mawlid Abdillahi announced that August 2025 revenue collection aligns with projections. The 2026 National Budget preparation is complete, with economic analyses, policy frameworks, and directives issued to government entities. The High Economic Committee continues to advance programs for sustainable growth.
Institutional Registration System
National Planning and Development Minister Hon. Kaltun Sheikh Hassan Abdi detailed the national registration system for organizations, emphasizing compliance with requirements like project proposals, donor agreements, budgets, and log forms. The centralized registry aims to enhance oversight and accountability.
Public-Private Partnership Law Unveiled
Investment and Industrial Development Minister Hon. Saeed Mohamed Burale and Attorney General Hon. Ali Bashe Mohamed introduced the new Public-Private Partnership (PPP) Law. Described as a “strategic economic enabler,” the legislation will foster government-private sector collaborations to boost economic growth.
