Somaliland Council of Ministers Approves Landmark Electricity Management Law

In a significant step toward modernizing the nation’s energy sector, the Council of Ministers of Somaliland unanimously approved the Somaliland Electricity Management Law during its 24th session on 24th June, 2025. The law, drafted by the Ministry of Energy and Minerals, is one of three critical pieces of legislation passed to strengthen national infrastructure and governance.

The session, chaired by President H.E. Abdirahman Mohamed Abdullahi, saw an in-depth discussion led by Minister of Energy and Minerals, Eng. Ahmed Jama Barre, who emphasized the law’s pivotal role in regulating and enhancing electricity services across Somaliland. “This legislation will streamline electricity management, improve service delivery, and reinforce the central government’s authority in the energy sector,” the Minister stated.

The former Attorney General provided insights into the law’s development, confirming its alignment with Somaliland’s legal framework. All 34 attending Council members voted in favor, with no opposition or abstentions, underscoring the law’s national significance.

President Abdirahman announced that the approved laws, including the Electricity Management Law, will now be forwarded to the House of Representatives for final legislative review. The move is expected to bolster Somaliland’s energy sector, fostering sustainable development and improved access to electricity for its citizens.

The Ministry of Energy and Minerals was commended for its dedication to the law’s preparation, marking a milestone in Somaliland’s journey toward energy reform and modernization.
