Monthly Review Meeting for the Sales Tax Implementation and Modernization Project Team

The Ministry of Finance and Economic Development convened its monthly meeting to expedite the Goods and Services Tax (GST) Implementation and Modernization Project. Chaired by the Director General of the Ministry, Mr. Mohamed Hassan Saleban, the meeting included officials from the Inland Revenue Department, which leads the project, alongside representatives from the Public Relations, Legal, IT, and Internal Audit departments.
At the outset, the Project Team Coordinator addressed the following agenda items:
  1. Progress on tasks assigned during the previous meeting.
  2. Performance report for April 2025.
  3. Operational plan for May 2025.
The Director General commended the team for their achievements throughout the project and encouraged them to intensify their efforts moving forward.
Operating under the Financial Management Law No. 75/2016 and the Domestic Revenue Law No. 72/2016, and supported by the Somaliland Financial Management Reform Program, the Ministry has been reforming and modernizing the collection of sales tax on goods and services since 2020. This direct tax, set at a modest rate of 5%, is notably lower than those imposed by other countries in the region.
