The Director General of the Somaliland Ministry of Finance and Economic Development, Mohamed Hassan Saleebaan, has opened a training programme aimed at strengthening monitoring and evaluation skills among Directors of Planning Departments from 11 government institutions.
The training, held at the conference hall of the Ministry’s headquarters, focuses on Monitoring and Evaluation (M&E) Skills, with particular emphasis on improving officials’ ability to monitor and assess plans and activities linked to the Third National Development Plan (NDPIII).
The programme is designed to enhance the capacity of government institutions to carry out effective, systematic and professional monitoring and evaluation of development programmes.
Officials participating in the training are expected to strengthen their ability to track projects and activities under NDPIII, assess their results and generate reliable data to support government decision-making and future development planning.
The initiative also seeks to establish stronger monitoring mechanisms across government institutions, ensuring that implementation of national development priorities is regularly reviewed and that progress and results are properly documented.
Opening the training, Director General Mohamed Hassan Saleebaan urged participants to make full use of the programme and apply the knowledge and skills gained within their respective institutions.
He said strengthening monitoring and evaluation capabilities would help government institutions improve the implementation and oversight of national development plans.
The training forms part of broader efforts to build institutional capacity and establish a more effective and evidence-based system for tracking Somaliland’s development programmes under NDPIII.
