Somaliland’s Chief Justice Highlights Judicial Achievements and Reaffirms Commitment to Rule of Law

HARGEISA – The Chief Justice of the Supreme Court of the Republic of Somaliland, Honorable Prof. Aden Haji Ali Ahmed, has presented a comprehensive report on the recent accomplishments and milestones achieved by the Judiciary Branch, emphasizing the implementation of pivotal initiatives that have significantly strengthened the administration of justice, reinforced the rule of law, and enhanced service delivery to the public.

The Chief Justice delivered these remarks during the opening ceremony of the Somaliland Judiciary Conference, which convened today in the capital city of Hargeisa, bringing together senior judicial officers, legal experts, and stakeholders from across the justice sector.

In his address, Chief Justice underscored the foundational role of the judiciary as the cornerstone of statehood and governance, asserting that an independent and effective judicial system is indispensable for the realization of justice, the maintenance of public security, and the protection of citizens’ fundamental rights. He noted that without a robust and impartial judiciary, no nation can truly claim to uphold the principles of democracy, accountability, and the rule of law.

The Chief Justice detailed a series of strategic reforms and operational improvements that have been rolled out across the judicial system in recent months. These include the modernization of court procedures, the digitization of case management systems to reduce delays, the expansion of court facilities to improve accessibility for rural and underserved communities, and the ongoing training and professional development programs for judges and court staff aimed at enhancing legal expertise and judicial ethics.

He further highlighted that the Judiciary has been working tirelessly to enhance the efficiency and transparency of legal proceedings, ensuring that cases are adjudicated in a timely manner and that all citizens—regardless of their social or economic standing—receive fair and equal treatment before the law. Efforts have also been made to strengthen public trust and confidence in the judicial system through greater openness, community engagement, and the consistent application of legal standards.

“Justice is not merely a concept; it is the living pillar upon which the nation stands,” said Chief Justice . “The judiciary is the most essential pillar of the state. It is the backbone that ensures the protection of rights, the preservation of peace, and the enduring strength of our national institutions.”

The conference, which is expected to span several days, will serve as a platform for discussing pressing challenges facing the judicial sector, including resource constraints, case backlogs, and the need for further legal reforms. It will also explore ways to strengthen cooperation between the judiciary, the executive branch, law enforcement agencies, and civil society organizations to promote a more cohesive and effective justice system.

Observers have noted that the Somaliland judiciary has made notable progress in recent years, particularly in enhancing its independence and capacity, despite operating under limited resources and without international recognition. The government has consistently prioritized judicial reform as a key component of its broader governance agenda, viewing it as essential to attracting foreign investment, maintaining social stability, and building a transparent and accountable state.

Chief Justice Prof. Aden Haji Ali Ahmed, concluded his address by reaffirming the Judiciary’s unwavering commitment to serving the people of Somaliland with integrity, impartiality, and dedication. He called upon all stakeholders to continue supporting the justice sector’s efforts to uphold the highest standards of legal practice and to ensure that justice remains accessible, fair, and timely for all citizens.
