In a bold and taxpayer-friendly move, Republic of Somaliland’s Ministry of Finance and Economic Development has officially slashed the Goods and Services Tax (GST) rate from 5% to 2.5%, delivering a dramatic 50% reduction effective immediately.
The sweeping reform, announced today, forms a key part of the government’s drive to strengthen the national tax system, modernize revenue collection, and significantly widen the tax base.
Ministry officials say the sharp cut is designed to dramatically ease the tax burden on businesses and ordinary citizens, while ensuring the government still generates enough revenue to fund national development and essential public services.
The new system comes with a full restructuring and broadening of the tax base to guarantee that all legally taxable goods and services contribute fairly. It ends the previous imbalance where only a narrow segment of businesses bore the heaviest load, ushering in greater fairness, justice, and equity across the economy.
To support the lower rate, the reformed GST will be rolled out using modern, technology-driven tools — including electronic payments and digital collection platforms. These innovations are expected to make tax payment easier, drastically reduce evasion, boost transparency, and increase overall efficiency in the country’s financial system.
The reform is anchored on clear strategic goals:
Reducing the overall tax burden on the public and businesses
Expanding the number of active taxpayers
Modernizing revenue collection mechanisms
Minimizing tax leakage
Strengthening domestic revenue to better finance public services and development projects
The Ministry has urged the general public, business community, financial institutions, service providers, and all taxpayers to prepare for full implementation. The new system will be officially activated once technical preparations are finalized. Extensive public awareness campaigns and detailed guidance will be rolled out to ensure smooth understanding and compliance.
In its statement, the Ministry of Finance and Economic Development described the reform as a decisive step toward building a modern, fair, transparent, and efficient tax regime — one that will power Somaliland’s long-term development ambitions and deliver sustainable growth in national revenue.
