The Government of Somaliland has significantly strengthened essential public services in 2025, including healthcare, education, water, electricity, social welfare, and youth development, under its “Unity and Action” development agenda.
In summary, major strides have been made in the following sectors as far as basic social and public services are concerned: –
Healthcare
Medical equipment and supplies were delivered to 142 health facilities, while 2,546 healthcare workers received training. Construction of a National Referral Hospital, supported by Taiwan, has begun, alongside a modern hospital project in Burco funded by the UAE.
Education Development
A total of 36 schools were built and 120 classrooms added. Curricula across multiple education sectors were modernized. Over 2,000 education professionals received training, including 600 women; with 106 female teachers were newly recruited.
Water
Seventy-two boreholes were drilled or rehabilitated, and 16 water reservoirs constructed. Water prices in Borama were reduced by 24%, and public-private partnerships in water investment were encouraged.
Electricity Sector
Electricity costs in Berbera were reduced to $0.20 per kWh, with a 19% reduction across other areas. Solar energy usage increased by 24%, with installations planned/ongoing for 46 health facilities and 57 schools.
Housing and micro-finance
The government provided housing for 101 low-income families, land for 200 displaced households, and financial support to 400 families to start small businesses.
Youth Development
Seven modern sports facilities were built, and youth were given opportunities to participate in international sporting events, enhancing their experience and skills.
Livestock
More than sixty-three (63) livestock health facilities were rehabilitated, upgraded, and returned to full operation, thereby restoring essential services to pastoral and agro-pastoral communities. Complementing these efforts, a modern, state-of-the-art veterinary hospital has been established in Hargeisa, significantly elevating the standard and reach of animal health services at the national level.
Conclusion
The strengthened public services in 2025 have directly improved citizens’ lives, focusing on quality healthcare, education, accessible water, affordable electricity, social support, and youth empowerment—demonstrating the government’s commitment to improving living standards and delivering essential services.
