Advisor to the President for Strategic Communications and Public Engagement, Kamaal Marjaan, has announced the completion of the first phase of a comprehensive government reform program aimed at modernizing Somaliland’s communications system and strengthening national identity.

In a recent briefing to the Council of Ministers, Marjaan highlighted the honor of presenting the results of reforms personally directed by President Abdirahman Mohamed Abdullahi (Irro). The initiative focuses on unifying government messaging, standardizing institutional branding, and enhancing public engagement both domestically and internationally.

The completed Phase I includes:

  • Establishment of policies and procedures to ensure consistent national perspectives in all official communications to citizens and the global community.
  • Deployment of an integrated technological platform connecting dedicated communications offices across ministries, government agencies, and the Office of the Strategic Advisor.
  • Finalization of detailed specifications for the national brand to eliminate variations in appearance, including unified logos for government institutions, national colors, fonts, writing styles, and other visual elements.

A major milestone is the launch of the President’s Digital Library, a multilingual online archive (in Somali, Arabic, and English) housing policies, laws, strategies, initiatives, speeches, reports, and related presidential materials. Accessible via web and a dedicated mobile app, it enables real-time monitoring and public access to key governance documents.

These presidentially mandated steps are now entering implementation in the coming days. Marjaan confirmed the imminent start of Phase II under the program “Unification of the National Language and Symbols” (Midaynta ereyga iyo astaamaha qaranka), which will further advance efforts to standardize language use, symbols, and overall national representation.

The reforms underscore the administration’s commitment to professional, cohesive, and transparent communications, supporting Somaliland’s goals of internal unity, improved public services, and enhanced international positioning amid ongoing diplomatic progress.
