The Ministry of Education of Somaliland and the Ministry of Local Government and Urban Development have on Saturday jointly signed an amendment and enhancement to the Framework for the Decentralized Management of Basic Education (2025).
The agreement was signed by both the ministers of education and that of local government the Honourables Ismail Duale Yusuf, and Hassan Ahmed Duale (Ma’alin).
The landmark agreement aims to strengthen the decentralized education management system, enhance cooperation between the Ministry of Education and local governments, and improve the quality of primary and intermediate education services across the country.
Speaking at the signing ceremony, the two ministers highlighted the importance of the framework to Somaliland’s decentralization policy, noting that it will play a significant role in raising education standards at the basic level, while reinforcing accountability, transparency, and the empowerment of local authorities.
Officials further confirmed that the decentralized education system has already been implemented in the districts of Berbera, Hargeisa, and Gabiley, with plans underway to expand the system to all regions and districts of Somaliland in the near future.
The signing ceremony was attended by the Director General of the Ministry of Education, along with senior directors and officials from both ministries, all of whom reaffirmed their commitment to the successful implementation of the revised framework.
In conclusion, both ministries reiterated their strong commitment to accelerating the rollout of decentralized education management, working closely with education stakeholders to ensure equitable access to quality education for all Somaliland learners.
