The Somaliland National Electoral Commission (NEC) is thrilled to announce its triumph in securing the prestigious 2025 ICPS Excellence Award at the 21st Annual International Electoral Award and Symposium, held in Gaborone, Botswana, from October 1–4, 2025. Hosted by the Independent Electoral Commission of Botswana (IEC–Botswana) and organized by the UK-based International Centre for Parliamentary Studies (ICPS), this global event celebrates the world’s most outstanding electoral institutions.

The NEC was honored for its remarkable transparency, innovative spirit, and exemplary leadership in advancing Somaliland’s cutting-edge electoral systems. As the first nation to implement the Biometric Voter Registration and Verification System (BVRS/BVVS), Somaliland has set a global standard for electoral innovation. Over the past three decades, the NEC has successfully delivered a constitutional referendum and ten transparent, credible national elections, earning praise from international observers for their freedom and fairness.

The ICPS Excellence Award, a pinnacle of recognition in electoral management, celebrates institutions that inspire public confidence, embrace technical innovation, and lay strong foundations for thriving democracies. This accolade shines a spotlight on Somaliland’s inspiring role as a democratic beacon in the Horn of Africa and beyond.

The NEC proudly dedicates this achievement to the people of Somaliland, whose unwavering commitment to peace, stability, and democracy has made this honor possible. This award elevates Somaliland’s global reputation and underscores its rightful place as a vibrant, independent nation deserving of international recognition within the United Nations community.
