President Abdirahman Irro reaffirms commitment to institutional integrity, As Presidency articulate biannual ministerial reports at cabinet session

The Council of Ministers of the Republic of Somaliland convened its 36th Session on Wednesday at the Presidential Palace in Hargeisa, under the chairmanship of H.E. the President, Dr. Abdirahman Mohamed Abdillahi (Irro), flanked by the Vice President, H.E. Mohamed Ali Aw Abdi.

The meeting addressed critical matters of national importance, underscoring the Government’s steadfast commitment to safeguarding peace, advancing economic resilience, strengthening public services, and ensuring good governance across the Republic.

  1. National Security:

The Minister of Interior and Security, Hon. Abdalle Mohamed Arab, reported that stability prevails across all six regions of Somaliland. He confirmed the absence of any unrest or disturbances, affirming that the nation enjoys full political calm.

The Minister highlighted road traffic accidents as an emerging national concern, stressing the urgency of a comprehensive, coordinated response.

  1. Economic and Fiscal Progress:

The Minister of Finance and Economic Development, Hon. Abdillahi Hassan Adan, briefed the Council on revenue performance and the state of the economy. He noted that the 2025 national revenue forecast is progressing as planned, while preparations for the 2026 national budget are advancing smoothly.

He emphasized that sustained domestic revenue growth reflects the Republic’s economic progress and financial stability, enabling the Government to expand social services and invest in critical infrastructure.

  1. Healthcare Development:

The Minister of Health Development, Dr. Hussein Bashir Hirsi, provided an update on the national health sector. He highlighted the expansion of healthcare services across the regions, while also identifying challenges requiring concerted national effort.

He informed the Council of the inauguration of the newly equipped Mental Health Hospital in Berbera — a milestone in strengthening specialized care. The Minister reaffirmed his Ministry’s commitment to ensuring accessible, reliable, and high-quality healthcare for all citizens.

  1. Strengthening Governance and Accountability:

The Minister of the Presidency, Hon. Khadar Hussein Abdi, presented the biannual reports submitted by Ministries, which are being consolidated into an official government document. This process, aligned with the pillars of the National Development Plans, aims to promote transparency, accountability, and accelerated institutional performance.

In his concluding remarks, H.E. the President underscored the Government’s unwavering commitment to rule of law and institutional integrity. He directed all Ministries to ensure that any projects funded through international grants or partnerships are fully submitted to the National Tender Board, in accordance with the National Procurement Law (Law No. 82/2018), and to strictly adhere to established procedures and guidelines.
