Somaliland Ministry of Finance Holds Quarterly Review Meeting for SERP Project

The Director General of the Ministry of Finance and Economic Development, Mr. Mohamed Hassan Saleban, officially opened the quarterly meeting of the Technical Committee for the Somaliland Enhancing Public Resources Management (SERP) Project on Sunday. The meeting, held in Hargeisa, focused on reviewing the progress made during the April-June 2025 period for the World Bank-funded initiative, which aims to strengthen public resource management across participating entities.

The Technical Committee comprises key institutions, including the Ministry of Finance, the Office of the Auditor General, the National Contracts Office, the Good Governance Agency, the Civil Service Commission, and the Economic and Public Asset Oversight Sub-Committees of Somaliland’s House of Representatives. Their collaborative efforts are central to the project’s mission of enhancing accountability, transparency, and institutional capacity.

The SERP project, set to run until the end of 2027, is designed to bolster the operational efficiency of government institutions by improving public financial management, increasing domestic revenue, enhancing general public administration, and fostering inter-agency collaboration. The initiative also addresses critical areas such as climate-informed public investment and harmonization of financial systems across Somaliland and other regions.

During the meeting, participants discussed achievements, challenges, and next steps to ensure the project’s objectives are met. The Director General emphasized the importance of sustained commitment to reforms that promote good governance and efficient resource utilization, which are vital for Somaliland’s socio-economic development.

“The SERP project is a cornerstone in our efforts to build a transparent and accountable public sector,” said Mr. Saleban. “This quarterly review allows us to assess our progress and ensure we are on track to deliver meaningful results for the people of Somaliland.”

The project, co-financed by the World Bank’s International Development Association (IDA) and the Somalia Multi-Partner Fund, continues to play a pivotal role in reducing institutional fragmentation and enhancing service delivery. With a focus on sustainable reforms, SERP is expected to contribute significantly to Somaliland’s long-term goals of poverty reduction and inclusive growth.
