In a significant step toward advancing Somaliland’s economic and sustainable development, the Minister of Energy and Minerals, Hon. Eng. Ahmed Jama Barre, signed a Memorandum of Understanding (MoU) with three international organizations: Phoenix Resources, Feed the Hungry, and UK-based Gaskins Advisory Limited. The agreement, formalized during a meeting on Saturday, marks a pivotal moment in fostering collaboration in the fields of humanitarian aid, mineral development, and sustainable resource management.

The signing ceremony, attended by the Director of the Minerals Department and representatives from the three organizations, followed three months of dedicated work by experts from both sides. The MoU establishes a framework for cooperation aimed at unlocking Somaliland’s vast mineral and energy potential while prioritizing community welfare and environmental sustainability.

Key Objectives of the Partnership

The discussions during the meeting centered on several critical areas of collaboration:

1. Expanding Investment in the Mineral Sector: The partnership aims to attract funding and expertise to develop Somaliland’s mineral resources, building on the country’s untapped wealth, including deposits of gypsum, granite, and potentially oil and gas, as highlighted by recent exploration efforts.

2. Environmental Protection and Sustainability: The agreement emphasizes responsible resource extraction, ensuring that Somaliland’s natural assets are utilized in an environmentally conscious manner to benefit future generations.

3. Capacity Building and Skills Development: The collaboration will focus on enhancing the skills of local workers in the mineral industry, fostering expertise and creating job opportunities for Somalilanders.

4. Improving Livelihoods of Miners: The initiative includes programs to uplift the economic and social conditions of mining communities, ensuring that the benefits of resource development reach grassroots levels.

A Vision for Economic Transformation

The MoU sets the stage for rapid implementation of joint projects, with formal collaboration expected to begin in the coming months. Minister Barre underscored the Ministry’s commitment to leveraging Somaliland’s natural resources responsibly to drive economic growth and improve living standards. “This partnership reflects our dedication to building a sustainable future for Somaliland, where our resources benefit all citizens and contribute to national prosperity,” he stated.

The involvement of Phoenix Resources, Feed the Hungry, and Gaskins Advisory Limited brings a blend of expertise in humanitarian aid, investment, and resource management. Phoenix Resources and Gaskins Advisory Limited are poised to provide technical and financial support for mineral exploration, while Feed the Hungry will contribute to community development initiatives, aligning with Somaliland’s broader social and economic goals.

Building on Regional and International Momentum

This agreement comes at a time when Somaliland is actively strengthening its international partnerships. The country’s strategic energy policies and collaborations, such as its 2022 agreement with Taiwan for joint energy and mineral exploration, demonstrate Hargeysa’s proactive approach to economic development. The Ministry’s ongoing efforts to attract foreign investment, coupled with its transparent and conducive arrangements, position Somaliland as an emerging hub for energy and mineral industries in the Horn of Africa.

As Somaliland continues to pursue international recognition and economic self-sufficiency, this MoU represents a milestone in its journey toward becoming a key player in the global resource market. The Ministry of Energy and Minerals remains steadfast in its mission to promote sustainable development, create economic opportunities, and enhance the well-being of Somaliland’s people.
