The Office of the Accountant General of the Republic of Somaliland has rejected media allegations that government payment vouchers were issued without legally required supporting documents, insisting that the official audit report on the 2025 fiscal year contains no findings substantiating the claims.

In a press statement issued in Hargeisa on Monday, 26th October, 2026, the Office said it submitted the Government’s financial statements for the 2025 fiscal year to the Auditor General on 28 April 2026, in accordance with its legal obligations, to enable the national audit authority to review the accounts and issue an audit opinion.
According to the Accountant General’s interpretation of the Auditor General’s official report, the Government’s consolidated financial statements covering the period from 1 January to 31 December 2025 contained no errors, ambiguities or irregularities and were prepared in accordance with the applicable financial laws, regulations and procedures.
The Office said the Auditor General’s official report did not contain any statement confirming allegations circulated by some media outlets that the Accountant General had released payment vouchers without the supporting documentation legally required for government expenditure.
The statement clarified that the audit documentation comprised two distinct components: the consolidated financial statements prepared by the Accountant General and a separate report assessing the performance of government institutions, prepared by the Auditor General.
The Office reiterated its commitment to protecting public assets and government funds, maintaining accurate financial records, complying with financial legislation, and strengthening transparency and accountability in public financial management.
It also urged media organisations and members of the public to rely on verified official information and relevant legal documents when reporting on the management of government finances.
The Office added that it was prepared to share information and supporting documents related to the matter with institutions and parties legally entitled to access them.
