Republic of Somaliland’s Ministry of Finance and Economic Development has stepped up efforts to modernize financial management across the country’s public universities, with senior officials holding a high-level meeting focused on the implementation of the Somaliland Financial Management Information System (SLFMIS).
The meeting, held at the Ministry’s headquarters in Hargeisa, was chaired by State Minister for Finance and Economic Development Ismail Mawlid Abdilahi, alongside the Ministry’s Director General, Mohamed Hassan Salebaan, and brought together the administrations of Somaliland’s six public universities.
The discussions centered on accelerating the transition of public universities to a unified, modern and transparent financial management system, designed to standardize financial procedures and strengthen accountability across government-funded higher education institutions.
Officials highlighted the importance of closer cooperation between the Ministry of Finance and university leadership as Somaliland moves toward greater use of digital technology in public financial management.
Under SLFMIS, universities will be supported in managing key financial functions, including budgets, revenues, expenditures, payments, procurement, payroll, assets, inventory and financial reporting.
The system is also expected to provide government institutions with more accurate, integrated and timely financial data, helping decision-makers access reliable information for planning, oversight and resource management.
Ministry officials urged the six public universities to fully engage in the implementation process, emphasizing that successful adoption of SLFMIS would represent an important step in modernizing Somaliland’s public financial administration and improving the efficiency and quality of services delivered by government institutions.
