Nairobi, Kenya – October 5, 2025 – In a landmark meeting held from October 4-5 in Nairobi, Kenya, high-level officials from Puntland and the Somaliland government have concluded a comprehensive agreement aimed at fostering peace, security, and cooperation between the two regions.
The delegation, which included Ministers, high-ranking security agency officials, and senior advisers, engaged in what is being described as a “historic” dialogue covering the overall security, economic, and political situation in the Horn of Africa region, with a particular focus on issues directly affecting their shared interests.
Somaliland praised Puntland for its peace, progress, and the gains it has made in the fight against terrorism. Similarly, Puntland welcomed the achievements Somaliland has made in state-building and its development initiatives.
Key outcomes from the summit include:
1. Enhanced Security Cooperation
· Joint Fight Against Terrorism: Both sides agreed to collaborate closely in the fight against terrorist groups Al-Shabaab and Daesh (ISIS), as well as any other entities carrying out terrorist activities along their borders.
· Maritime Security Cooperation: A pact was reached to cooperate in combating maritime crimes, particularly in the waters falling under the security responsibilities of both sides.
· Collaboration Between Security Agencies: The two parties agreed to work together in preventing and countering organized crimes that threaten their mutual security and economic interests.
2. Community Reconciliation and Peace
The two sides agreed on the critical need to bring a permanent end to the conflict in the city of Las Anod and its surrounding areas, and for displaced people to return to their homes safely and securely.
Consequently:
· The summit endorsed the peace committee established by the President of Somaliland, calling for the full participation of the local community.
· The summit also acknowledged the significant role Puntland is playing in the implementation of the Las Anod peace committee.
3. Boosting Trade and Social Interaction
· Both sides recognized the importance of strengthening cooperation and social interaction as well as trade links.
· There was a mutual agreement on the need to implement financial projects that connect the two sides.
4. Politicization of Airspace Management
The summit condemned and opposed the politicization and violation of international aviation protocols and the use of airspace.

1. The leadership of both sides committed to sustaining collaborative efforts and coordination meetings that serve their mutual interests.
2. The summit welcomes any party interested in peace and development to participate in the peace efforts in the region.
3. The summit applauds the efforts of the International Community in supporting peace, fighting terrorist groups, and developing the region’s economy. Both sides are ready to engage in fruitful cooperation with the International Community.
