Hargeisa, September 3, 2025 – The 33rd session of the Council of Ministers of the Republic of Somaliland, chaired by H.E. Abdirahman Mohamed Abdullahi (Cirro), President of the Republic of Somaliland, was held today at the Somaliland Presidency Palace.
The key agenda items discussed during the 33rd session were as follows:
1. Report on the National Security Situation
A report was presented by the Minister of Interior and Security, Mr. Abdalle Mohamed Arab. The Minister informed the Council that the security situation across the nation’s six regions is generally stable, and there is no significant instability or disturbance of any kind, with the exception of common daily criminal activities within communities.
The Minister of Interior spoke extensively on the increasing number of traffic accidents, which he stated are now the leading cause of death and injury in our country. Consequently, the Minister proposed to the President and the Council of Ministers that all relevant institutions develop a National Strategy to resolve this issue.
2. Report on Economic, Financial, and Revenue Affairs
A report was presented by the Minister of Finance and Economic Development of the Republic of Somaliland, Mr. Ismail Mawlid Abdullahi. The Minister shared a comprehensive overview of the economic situation of the nation, the region, and the world. The Minister stated that although Somaliland has demonstrated fiscal stability and political resilience following the elections, the challenges and global economic downturn are having a NEGATIVE impact on the country’s financial system, the implementation of projects, and the reliance on foreign aid.
Therefore, to shield the nation from these issues, the Minister stated that it is necessary to:
1. Efficiently utilize foreign aid for the benefit of the nation,
2. Enhance access to credit for small businesses,
3. Continuously manage and monitor currency and inflation rates.
The Minister of Finance stated that domestic revenue for the past eight months has exceeded the projections set by the Ministry, and for the remainder of the year, they are hopeful of reaching the target of the 2025 Budget Forecast.
3. Report on the National Drought Situation
A report was presented by the Minister of National Planning and Development, Ms. Kaltuun Sh. Hassan Abdi, who is also a member of the National Drought Relief Committee. The Minister shared with the Council that the drought relief efforts are progressing well, particularly the distribution of food aid in the most needy areas, water trucking, the rehabilitation of some water wells in the eastern regions, and the drilling of new boreholes being implemented in Sanaag Bari.
Minister Kaltuun informed the Council that while rain has fallen in many parts of the eastern regions, many areas in the east of the country still suffer from water shortages.
4. Deliberation and Approval of the Public-Private Partnership (PPP) Framework Law
This framework law, which the Council of Ministers debated extensively last week, was today presented in greater detail to the Council by the Attorney General of the Government, Mr. Ali Bashe Mohamed, and the Minister of Investment and Industrial Development, Mr. Saeed Mohamed Buraale.
The Minister provided an in-depth briefing on the benefits that the Public Private Partnership (PPP) framework offers for investment and the nation’s economic development. Minister Buraale underscored that the PPP framework offers benefits including:
1. Development of Economic Infrastructure,
2. Improvement and Enhancement of Public Services,
3. Growth of Domestic and Foreign Investment,
4. Increase in Job Creation and the National Economy,
5. Strengthening Investor and Business Confidence.
Following this, the President of the Republic of Somaliland directed the Council of Ministers to vote on the PPP Framework Law. The members of the Council of Ministers who participated in the 33rd session numbered 37. The Council of Ministers voted on the law without objection, and it was approved unanimously, with no one rejecting or abstaining.
In conclusion, the President of the Republic of Somaliland informed the Council of Ministers that during its tenure, this law is the 5th to be approved by the Council of Ministers.
