In a historic move, the Senate of the Republic of Somaliland on 26th August, 2025  unanimously approved the Law on the Delineation of Government Systems and Independent Institutions (Law No. 71/2025), marking a significant step toward enhancing the operational framework and autonomy of the nation’s public institutions.

The legislation, which had previously passed the House of Representatives with a strong majority, aims to bolster accountability, efficiency, and independence within Somaliland’s governance structures.

The Ministry of Local Governance and Urban Development hailed the approval as a milestone in Somaliland’s ongoing efforts to modernize its legal and institutional frameworks. “This law reflects our commitment to creating a governance system that meets the needs of our people while ensuring transparency and independence for our national institutions,” the ministry stated.

The newly passed law is expected to streamline the roles and responsibilities of government bodies and independent agencies, fostering a more cohesive and accountable administrative system. It aligns with Somaliland’s broader vision of strengthening its democratic institutions and promoting sustainable development.

The approval has been met with widespread support from lawmakers and the public, who see it as a critical step toward reinforcing Somaliland’s sovereignty and governance capabilities. The Ministry of Local Governance emphasized that the law will pave the way for a more efficient and responsive public sector, tailored to the unique needs of Somaliland’s society.

As Somaliland continues to assert its place on the global stage, the passage of Law No. 71/2025 underscores the nation’s dedication to building a robust and transparent governance system for the future.
