Rep of Somaliland Asserts Full Control Over Airspace, Engages with Global Bodies

The Republic of Somaliland has taken a bold step in asserting its sovereignty by declaring full authority over its airspace management, engaging with key international organizations to solidify its position.

The Somaliland government announced that it has formally communicated its stance to the United Nations’ International Civil Aviation Organization (ICAO), the UN Political Office, the African Union (AU), the European Union (EU), the International Air Transport Association (IATA), and several nations, including the United States, United Kingdom, Canada, the United Arab Emirates, Ethiopia, and Taiwan.

In a statement delivered during Council of Ministers meeting, Minister of Civil Aviation and Airport Development, Hon. Fu’ad Ahmed Nur, outlined significant strides made by the Ministry in the first half of 2025. These achievements underscore Somaliland’s commitment to establishing a robust and independent aviation sector aligned with international standards.

Key Developments in Somaliland’s Aviation Sector

1. Structural Reforms: The Ministry has restructured its administrative framework, introducing four new departments to enhance the implementation of its development strategy.

2. Aviation Manuals: Fifteen aviation manuals and Standard Operating Procedures (SOPs) have been developed, aligning with ICAO standards to ensure safe and efficient operations.

3. Consumer Protection: A new regulation has been introduced to protect passengers’ rights, ensuring accountability from service providers.

4. Hargeisa Airport Expansion: The construction of a second terminal at Egal International Airport in Hargeisa is nearing completion, with an opening planned in the near future.

5. Staff Training: Eight specialized training programs have been conducted to enhance the skills of Ministry and airport personnel.

6. Facility Upgrades: The Ministry and airport offices have been renovated and equipped with modern infrastructure.

7. Airport Transportation: Four new vehicles have been acquired for Hargeisa Airport staff, replacing previously rented transport to improve efficiency.

8. Improved Workforce Conditions: Staff bonuses and working conditions have been enhanced to boost morale and productivity.

9. Hargeisa Airport Redevelopment: Plans and designs for the comprehensive renovation of Hargeisa’s capital airport have been finalized.

10. Passenger Feedback System: A new application allows travelers to provide real-time feedback on airport services, improving user experience.

11. Aviation Expertise Forum: Preparations are underway for a forum to unite Somaliland’s aviation professionals, fostering collaboration and innovation.

Minister Nur emphasized that Somaliland has clearly communicated its full authority over its airspace to global aviation stakeholders. The Minister’s engagement with ICAO, IATA, and other international bodies signals Somaliland’s determination to align its aviation sector with global standards while asserting its independence.

Somaliland’s proactive steps, including infrastructure upgrades and international outreach, position it as a growing player in regional aviation. The upcoming Aviation and Airports Expertise Forum is expected to further showcase Somaliland’s capabilities and foster partnerships with global aviation professionals.
