VP urges ministries to step up diligence and integrity for superb public services

The Council of Ministers of the Republic of Somaliland convened its 21st session on Wednesday evening at the Presidential Palace in Hargeisa, under the chairmanship of the Vice President and Acting President, His Excellency, Mohamed Ali Aw Abdi.

The VP urge the ministries to carry out their respective mandated duties diligently with integrity, coordination, and deep sense of national responsibility, while emphasized that the success of the government lies in its collective commitment to public service, institutional excellence,

This week’s session mainly dwelt on the ongoing livestock exports, children vaccinations, security, economic performance and the annual pilgrimage.

According to press release by the Presidential Spokesman Hussein Adam Ige, popularly known as Hussein-deyr, the highlights read as follows:-

The meeting addressed a range of critical national priorities, reflecting the government’s ongoing commitment to peace, development, and good governance.

The key items on the agenda were as follows:

  1. Security and National Stability

 The Minister of Interior delivered a comprehensive briefing on the prevalent security situation across the country. While overall security remains firm and well-maintained, the Council acknowledged the need for continued vigilance, particularly in addressing routine criminal activity and road traffic incidents.

The Acting President underscored the government’s unwavering dedication to safeguarding public order and ensuring that Somaliland remains a safe and stable nation for all its citizens.

  1. Economic Performance and Revenue Mobilization

The Minister of Finance and Economic Development presented a national economic overview, highlighting a steady upward trajectory in domestic revenue collection, with notable gains in GST receipts.

The Council welcomed the collaborative efforts between the Ministries of Finance and Energy & Minerals, which have culminated in the formulation of a Natural Resource Revenue Framework. This strategic guide will serve to enhance fiscal transparency, ensure effective governance of mineral resources, and reinforce economic self-reliance.

  1. Management of the 2025  Hajj Pilgrimage

The Minister of Religious Affairs and Endowments briefed the Council on the logistical and administrative arrangements for this year’s Hajj. While preparations are proceeding smoothly, the Minister noted that Somaliland continues to face challenges concerning its official quota allocation.

The Council expressed full support for the Ministry’s long-term vision to institutionalize an autonomous national framework for Hajj management, rooted in sovereignty, efficiency, and dignity for Somaliland’s pilgrims.

  1. Livestock Export and Market Dynamics

The Deputy Minister of Livestock and Rural Development provided a detailed report on the current state of livestock exports. He affirmed that exports through the Port of Berbera are progressing robustly, with healthy trade activity observed in regional markets, such as Burao and Hargeisa.

 No consignments have been returned, indicating high compliance with health and trade standards. The Council reiterated its view of the livestock sector as the backbone of the national economy and stressed the importance of continued investment in animal health and export infrastructure.

  1. National Examinations and Academic Integrity

The Minister of Education and Science delivered an update on preparations for the 2025 national certificate examinations for Grade 8 and Grade 12 students. The Minister emphasized the importance of academic integrity, noting the Ministry’s nationwide campaign against exam malpractice—particularly the culture of “cheating” (Qish).

The Council reaffirmed its zero-tolerance policy toward all forms of academic dishonesty and called on relevant ministries to support national awareness efforts that protect the credibility and future of Somaliland’s education system.

  1. National Immunization Drive

The Minister of Health Development reported on the ongoing immunization campaign targeting Measles, Polio, and Pneumonia in children. The Council welcomed the positive progress and urged inter-ministerial collaboration to enhance public outreach, especially in rural and underserved communities.

The government remains steadfast in its efforts to safeguard child health as a cornerstone of national development.

In concluding the session, the Vice President and Acting President, His Excellency Mohamed Ali Aw Abdi delivered remarks urging all ministries to carry out their respective mandates with integrity, coordination, and deep sense of national responsibility.

He emphasized that the success of the government lies in its collective commitment to public service, institutional excellence, and the greater good of the Republic of Somaliland.
