EUCAP Nestor “case study” in Peace-building International training course held in Hargeisa

EUCAP Nestor supported the training of civilian personnel for peacebuilding through the participation of the mission Head of Field Office Marco Hekkens in an International Peacebuilding training course held in Hargeisa, Somaliland, from February 28th to March 3rd

.

The event, titled “Introduction to peace-building and peace support operations for the civilian personnel” was organized by the Institute of Peace and Conflict Studies, University of Hargeisa, and the Scuola Superiore Sant’Anna, Pisa, Italy (SSSUP).

The Director of the SSSUP, Prof Andrea De Guttry and the Director of the Institute of Peace and Conflict Studies of the University of Hargeisa Nasir M. Ali, welcomed the participants at the opening ceremony on February 28 th . During the five days training course students learned – among other – about Crisis Management

Operations, decision-making mechanism leading to the creation of a peacekeeping/peacebuilding Operation, Operational Concept on the Protection of Civilians in United Nations Peacekeeping Operations, the African Union legal and institutional framework for the delivery of Peace Support Operations and Rule of Law in peacekeeping.

General aspects and architecture of the European Union Common Security and Defence Policy  (CSDP) Missions were as well part of the program along with a case study on EUCAP Nestor mandate and operations focusing on activities in Somaliland and the mission support to Somaliland Coast Guard capability building.

The students participating in the course were encouraged to develop their own critical thinking skills, and base their assumptions and understanding on as many possible sources of information.

Background

EUCAP Nestor is a civilian EU mission, under the auspices of the Common Security and Defence Policy, which assists host countries in the Horn of Africa and Western Indian Ocean region in strengthening their capacity to ensure maritime security and in particular to fight piracy.
