Somaliland Ministry of Finance Successfully Concludes Phase 1 of Rental Property Tax Registration

The Ministry of Finance and Economic Development of the Republic of Somaliland has successfully completed the first phase of taxpayer registration for rental properties, marking a major milestone in strengthening domestic revenue collection.

A high-level validation workshop was held  on 23rd December 2025 at the Ministry’s headquarters in Hargeisa, presided over by Minister of Finance Hon. Abdillahi Hassan Aden. The session brought together key officials, including Director General Mohamed Hassan Salebaan, the Minister’s Advisor, the SERP Project Coordinator, and directors of the Inland Revenue, IT, and Finance Administration departments.

The workshop reviewed the results of Phase 1, which focused on registering rental properties (known locally as Daaraha kirada ah) across all districts of Hargeisa city. The initiative, implemented with full success, aimed to create a comprehensive database of rental income taxpayers.

Participants presented the technical procedures used during the registration process, evaluated the overall outcomes, and outlined the next steps for tax collection. Discussions emphasized the critical role of this registration in broadening the tax base, improving taxpayer compliance, and modernizing revenue collection through integrated electronic systems that align with global best practices.

Minister Abdillahi Hassan Aden highlighted the importance of the project in enhancing domestic revenue and supporting government service delivery. “This first phase lays a solid foundation for future expansions,” he stated, noting that the Ministry plans to extend the registration to other regions of the country.

The workshop concluded with consensus that the successful completion of Phase 1 will serve as a strong base for subsequent phases, contributing significantly to the country’s financial self-reliance and the improvement of public services.
