Cabinet approves Somaliland Fisheries Act

The state has approved the Somaliland fisheries Act which would go down well in the regulation of the sector. The approval was made at the cabinet level during the 39th weekly session of the Council of Ministers of the Republic of Somaliland, which was chaired by the President of the Republic of Somaliland, H.E. Abdirahman Mohamed Abdillahi Irro was held today at the Somaliland Presidential Palace.

During the normal deliberations of the state businesses, the points that were on focus and discussed at the meeting were generally as follows: –

  1. Security

The Minister of Interior and national security gave a general briefing to the cabinet on the security situation in the country, noting that the overall security of the country was completely stable, politically or otherwise, except for the daily minor criminal acts that occur in society.

𝟐. Erigavo pacification efforts:

The Minister of Transport and Roads Development, Hon. Osman Ibrahim Nur (Afgaab), who was part of the Cabinet Committee sent by the President to the Erigavo Peace Forum, gave an in-depth account of the various stages the process went through, the obstacles encountered and the way it was overcome, the process that the members of the government, the national assembly, the peace committee and the members selected by Sultan Said Sultan Abdisalan.

Minister Osman Afgaab also briefed the Council on the extensive meetings they held with various sectors of the Sanaag region community, underlining the significant contribution of the elders, scholars, cultural leaders, intellectuals, women and youth in general to peace and brotherhood in the community of Erigavo.

The Minister also told the Council that as a committee, they will submit an in-depth report and recommendations regarding the most appropriate method and steps that need to be taken to strengthen peace and unity in the community of Sanaag region.

  1. National Investments Conference:

The Minister of the Ministry of Investment and Industrial Development Hon. Said Mohamed Buraale, gave a brief on the holding of the Somaliland National Investment Conference, which is to be held from 02/03 November, 2025 in the capital Hargeisa.

The minister noted the importance and general plan of the conference, pointing out that this is an important opportunity to showcase the country’s resources and investment opportunities available in Somaliland; which are intended to attract domestic and foreign investors.

The Minister also noted that the Conference would focus on economic infrastructure, domestic industries, natural resources such as minerals, livestock, agriculture, fisheries and marketing of business opportunities in Somaliland, in order to fledge the national economy and create more jobs for the youth.

  1. Somaliland Technology Expo:

Somaliland Minister of Communications and Technology, Hon. Jamaal Mohamed Jama, briefed the Cabinet on the progress of the Somaliland Technology Fair, kicked off recently in the city.

He noted that the fair went on smoothly, and that all stakeholders in the field of technology, including universities, ICT companies in the country, government agencies, entrepreneurs and creative youth participating, who have showcased the progress and innovations in the field of technology in the country.

The Minister said that the youth competition in the field of modern technology innovation is going well, and the winner of the first place will be awarded the Presidential Award by the President of the Republic of Somaliland.

  1. Youth and Sports Policy:

The Minister of Youth and Sports Hon. Ahmed-Yasiin Mohamed Farah, gave a general report and overview of the reasons for the creation of that was distributed to them.

The Minister told the Council that the development of the National Youth Policy is an important step that encourages the development of the youth of Somaliland, and also defines the strategy for implementing the policy.

The Minister asked the Council of Ministers to comprehensively peruse over the policy paper, and to add or recommend on whatever they consider important in terms of content and purpose.

πŸ”. Approving Somaliland Fisheries Act:

The 39th session of the Somaliland Council of Ministers, approved the Somaliland Fishing Law, which is the 7th law approved by the Council of Ministers during the tenure of the β€˜Unity and Action’ government under President Abdirahman Irro.

The Council was composed of 39 members of the Council of Ministers; 37 Members voted in favor of the Act, one against while another was silent.
