The 19th Session of the Council of Ministers of the Republic of Somaliland, chaired by the President of the Republic of Somaliland, His Excellency Abdirahman Mohamed Abdillahi Irro, and accompanied by the Vice President His Excellency Mohamed Ali Aw Abdi, was held Wednesday at the Presidential Palace.
It is worth noting that the President of the Republic of Somaliland warmly welcomed the Vice President of the Somaliland Republic to the Presidential Palace earlier.
They then entered the Cabinet Conference Room together, where the Ministers received the Vice President with a standing ovation.
According to press release by the Presidential spokesman Hussein Deyr, the points discussed at the 19th Session of the Council of Ministers were many issues of priority for the Somaliland Nation, including:
𝟏. Brief by the Vice President:
The VP H.E. Mohamed Ali Aw Abdi briefed the Council of Ministers in depth on his working trip during which he and his delegation spent more than 70 days in the Eastern Regions of the country.
He gave a detailed account of the process and techniques he and his delegation went through in matters related to the successful Nationalization of the Civilian Forces and the conclusion of the peace agreement that ended the long-standing conflict in the El-Afweyn district.
He was thankful of God’s help in his endeavours him and his delegation to be able to realize these historic achievements.
He underscored the fact that the real decision-making and courageous action led by the President of the nation made it possible “for us to nationalize the Civilian Forces on such a large scale, and at the same time achieve peace, consensus and a lasting solution to the long-standing conflict in the El-Afweyn District.
The VP expressed his gratitude to the members of his delegation (Ministers and the Commander of the National Army) who were among the government officials who had been constantly assisting him all through in matters of peacemaking and nationalizing the Civilian Forces.
He sent a heartfelt and heartfelt thank you to the traditional leaders, elders, intellectuals, women and youth from the El-Afweyn district and the areas where the Civilian Forces were nationalized, “without whom the great tasks we have accomplished as a nation, would not have been possible”.
𝟐. Decentralization System:
The Council of Ministers held a long discussion on the Decentralization System of the Regions and Districts of the country, specifically:
- a) Political Decentralization;
- b) Administrative Decentralization; and
- c) Fiscal Decentralization.
Decentralization system facilitates the closer relationship between the State administration (central and local) and citizens. On the other hand, it makes it possible to better plan hence improves the provision of services essential for the life and development of society.
Decentralization enables decision-making at the local level, strengthening accountability and monitoring the provision of appropriate social services. Decentralization also enables economic growth by enabling local governments to expand the tax base and invest in local community priorities. The Cabinet debate on Decentralization is scheduled to continue in the next Cabinet sessions.
- Preparation for 18thMay Celebrations:
The Minister of the Presidency, who is part of the Organizing Committee for the May 18th Commemoration, informed the cabinet that ministries and government agencies should work to decorate their facilities with the National Flag and Emblems.
The Minister of the Presidency said that it is necessary for ministers to return to the community and participate in ceremonies and rallies taking place in major cities in the country, which are in preparation for the D-Day commemoration of the re-assertion of the country of Somaliland’s sovereignty.
