The President of the Republic of Somaliland, His Excellency Muse Bihi Abdi, has issued a general amnesty to 376 prisoners convicted of minor crimes who were incarcerated in the country’s prisons.
According to a Presidential Decree released to the press on Monday by the Presidency, the Head of State pardoned the said 376 prisoners as per powers invested upon him by Article 90 Clause 5 of the Constitution of the Republic of Somaliland.
This is effectively executed in conjunction with the both the Office of the Attorney General and the prisons department.
Usually general amnesties extended to grant prisoners en-masse do not include those convicted on civil or capital cases.
